In 1922, the centennial year of indenpendency of Brazil, the Americo Depultado of Brazil introduced a bill the House of Depultados, including among the celebrations to be celebrated the launch of Cornerstone's future capital of the Republic. Epitácio Pessoa, issued Decree no. 4494 to January 18, 1922, determining the settlement of the Cornerstone and appointed to carry out this mission, the engineer Baldwin Ernesto de Almeida.
